What is Section 3?

The purpose of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u) (Section 3) is to foster local economic development, neighborhood economic improvement, and individual self-sufficiency. As part of Section 3, WMHA seeks to link public housing residents, Housing Choice Voucher participants, and other low-income individuals to employment, training and contract opportunities in connection with projects and activities in their neighborhoods. WMHA seeks to identify contracting and purchasing opportunities, and when there is a need for a new hire on these projects funded by HUD, WMHA and its contractors or subcontractors will make every effort to hire low-income residents to the greatest extent feasible.
