HUD Updates:
Work Requirements and Time Limit for Receiving Assistance
As of March 2026, HUD has proposed a new rule allowing Public Housing Authorities (PHAs) and owners to implement optional work requirements of up to 40 hours/week and time limits for non-disabled, non-elderly adults (ages 18-61) in housing assistance programs (HCV, Public Housing, PBV). Exemptions include disabilities, pregnancy, and caregivers of young children.
Key Aspects of Proposed HUD Work Requirements:
- Work-Eligible Definition: Adults aged 18 to 61 who are not disabled, pregnant, students, or primary caregivers of children under 6 or incapacitated individuals.
- Hours & Activities: PHAs can require up to 40 hours per week of work, job training, education, or community service.
- Hardship & Exemptions: Policies must include hardship exemptions for those unable to meet the requirements.
- Term Limits: Along with work requirements, PHAs may impose term limits of at least two years on assistance for non-elderly, non-disabled households.
The proposed rule is open for public comment until May 1, 2026, following a March 4, 2026 announcement by the U.S. Department of Housing and Urban Development at https://www.regulations.gov/document/HUD-2026-0298-0001
